Privacy Policy
OutSky Telegram bot, VPN service, browser extension and website · Effective October 19, 2026
This policy covers the OutSky Telegram bot @OutSkyVPN_bot, the OutSky VPN service (our servers and the panel that manages them), the OutSky VPN browser extension and the website outsky.cc. It describes how things work today: what data we collect and keep, why, where, for how long, and who else receives it.
In short:
- To issue and run your subscription, we keep your Telegram ID, your name and username from Telegram, your subscription details and traffic usage, and the IP addresses and apps from which your subscription link is requested.
- This data is stored on our servers; an encrypted backup of it is also kept in Telegram's cloud (section 8). Your account name (it contains your Telegram ID) and access key are also stored on all of our VPN servers.
- At the moment, accounts are not deleted automatically. We delete them when you ask.
- Our servers see your IP address and the addresses of the sites you open through the VPN; this data may end up in technical logs, and no retention period has been set for those logs yet. In the settings for INCY, the app we recommend, DNS queries go to Yandex DNS directly, with your IP address (section 3).
- We do not record the content of your traffic, and we do not sell your data or use it for advertising.
- Questions and requests: @outsky_support.
1. Who we are and how to contact us
OutSky is a project that includes the OutSky VPN service, a Telegram bot that issues subscriptions, a browser extension and this website. The project is run by its owner (referred to below as “the owner of the service”).
Contact: @outsky_support on Telegram. Use the same contact for any question or request about your data (section 10).
2. The bot and your subscription
Subscription links are issued by our Telegram bot @OutSkyVPN_bot. At the moment it only issues a free trial. The bot runs on our server and stores:
- Telegram account details — your Telegram ID, first and last name and username (as Telegram passes them to the bot), your language, and the dates you registered and were last active. The bot uses them to recognize you and link your subscription to you.
- Subscription — trial and subscription dates, traffic limit and usage, status, your subscription link and its identifier, and subscription events (for example, when it was issued and when it ended). The subscription link is a key to the VPN: do not share it.
- Channel check — the trial is available to subscribers of our channel @outskyapp. The bot asks Telegram whether you are subscribed and stores the result and the date of the check. If you leave the channel, the trial may be switched off.
- Button log — which menu button you pressed and when. Kept for 90 days.
- Device reset note — after you reset your devices, the bot keeps a note of it for 24 hours so that devices can be reset once every 24 hours. The bot does not keep your device list: it reads it from the panel when you open Devices.
- Technical logs of the bot — they include the text of your messages to the bot, subscription links and identifiers and models of devices you reset. Kept for 7 days; their copy in the server's system log is limited in size and may be kept longer.
When the bot issues a trial, it creates an account on the VPN service named user_<Telegram ID> (section 3). The owner of the service receives service notifications about issued trials in Telegram; they may include your name, username and Telegram ID.
Your messages to the bot pass through Telegram and are stored by Telegram under its own privacy policy. We do not collect your phone number, e-mail address or payment details; there are no paid plans yet.
3. VPN servers and the panel
The VPN service consists of a control panel and VPN servers in several locations; you choose a location in your VPN app or in the extension. VPN apps load their settings from your subscription link and connect to the VPN servers.
The panel stores:
- Account — a name like
user_<Telegram ID>, your Telegram ID, access keys, and the term and limits of your subscription. - Subscription link requests — when an app or a browser loads your subscription link, the panel records the IP address, the app name and version (User-Agent) and the time. The most recent requests are kept.
- Devices — if an app sends device details (INCY and Happ, for example, do), the panel records the device identifier (HWID), model, OS version, app and IP address. On the free trial the subscription works only in VPN apps that send a device identifier, and you can connect up to 2 devices (each VPN app on a device counts separately); once the limit is reached, a new device gets no servers (INCY and Happ show a notice). You can reset your devices in the bot (once every 24 hours) or through support.
- Traffic — how much traffic you have used, in total and per server per day, the time of your first and last connection, and the server you last connected to. We use this to apply your plan's limit and to manage server load. We count the volume, not the content.
The VPN servers receive the list of accounts from the panel — the account name (it contains your Telegram ID) and the access key — so this data is also stored on every VPN server.
What the VPN servers see. While you are connected, the server necessarily sees your IP address and the addresses of the websites and services you connect to; without this the connection cannot work. It cannot read encrypted (HTTPS) content; unencrypted traffic (for example, HTTP pages) passes through it as is. On some connection types the server blocks advertising domains by site name and BitTorrent by the type of traffic. To find a site's address, the servers use a DNS resolver; Google Public DNS is set in their settings. The resolver sees the site name and our server's address, not your IP address.
Technical logs. The software on our servers keeps technical logs. They may contain your IP address, account name, the address of a website and the time of a connection. We use them only to fix problems and protect the service. No retention period has been set for these logs yet; some of them are limited in size.
Settings for VPN apps. The settings the panel gives to apps specify which DNS resolvers the app uses to look up site names. In the Xray format, which INCY and some other apps receive, this is Yandex DNS. Requests to it go directly, not through the VPN, so Yandex sees the site names your device looks up and your IP address. In the sing-box format, most lookups go to your device's system DNS (usually your internet provider's), also directly, so whoever runs that DNS sees the site names; some go to Cloudflare DNS through the VPN. The Clash/mihomo format uses Cloudflare DNS, Yandex DNS, Mullvad DNS and the system DNS. Some formats download rule lists and icons from GitHub and jsDelivr. These services have their own privacy policies.
We recommend the third-party app INCY for connecting. It is not ours and has its own privacy policy.
4. The browser extension
The OutSky VPN extension routes your browser traffic through our proxy servers in the country you choose. It has no analytics, no advertising and no trackers, and it does not read or change web pages.
Stored on your device (in the browser's extension storage):
- your subscription token — the identifier from the subscription link you paste;
- the proxy login and password issued for your subscription;
- your account name, the subscription end date and the server list. For subscriptions from our bot, the account name looks like
user_<Telegram ID>, so it contains your Telegram ID; - your settings: location, mode, language, auto-connect and notifications.
Change account in Settings deletes the token, the proxy login and password and the account details. Settings stay until you uninstall the extension; uninstalling deletes everything.
What leaves your device:
- To our subscription service — your subscription token: when you activate the extension, when you open its window, when the browser starts and from time to time. In return the extension gets the proxy login and password, the account name, the end date and the server list. This request goes directly, not through the VPN, so the service sees your IP address. The service does not keep a log of these requests.
- To our proxy servers — the proxy login and password when connecting, and your browser traffic: in Full tunnel mode everything except your local network and the subscription service; in Smart mode everything except Russian sites, your local network, the subscription service and other OutSky servers. The proxy sees your IP address and the addresses of the sites you open through the VPN: for HTTPS pages, the site name but not the content; for unencrypted HTTP pages, the full page address and the content. We do not count traffic that goes through the extension. Technical logs — as in section 3.
- Latency checks (ping) — a few empty requests to our servers: to the selected server when you open the extension window, connect or change mode, to one server when you press its ping button, and to every server when you open the location list or press re-check all. When the VPN is off, and in Smart mode for every server except the one you are connected to, these requests go directly, so our servers see your real IP address. In Full tunnel mode they go through the VPN. They contain no account data.
- Connection checks — when you connect, when you open the extension window while the VPN is on, and if connections through the server start failing, the extension sends small service requests through the selected server: to the server itself and to api.ipify.org.
Third-party services:
- api.ipify.org — to check the connection and show your new IP address. The request goes through the VPN, so the service sees our server's address, not yours.
- Google Fonts (
fonts.googleapis.com,fonts.gstatic.com) — the Inter font for the extension window. Google sees your IP address, or our server's address if the VPN is on.
Permissions:
- proxy — to route browser traffic through the selected OutSky server.
- webRequest and webRequestAuthProvider — to answer the proxy server's login request with your proxy login and password automatically. The extension handles only these requests; it does not read or change any other requests.
- Access to all websites (
<all_urls>) — a proxy login request can come up on any site while the VPN is on, and the extension can answer it only with access to all sites; the same access lets it measure ping and check the connection. The extension does not read, inject into or change web pages. - storage — to keep your subscription and settings on your device.
- notifications (optional) — requested only if you turn on notifications in Settings, to tell you that the VPN switched off because the connection was lost.
5. The website
outsky.cc is hosted on GitHub Pages. GitHub sees visitors' IP addresses and may keep logs under its own privacy policy. The site itself uses no cookies, analytics or counters and loads nothing from third-party services: fonts and images are served from the site itself.
6. What we do not record
- The content of your traffic — what you read, write, send or download. Our servers pass it on without saving it.
- Extension requests to the subscription service — no log of them (IP addresses, tokens) is kept.
- E-mail, phone number and payment details — we do not collect them.
- Data for advertising — there are no advertising or analytics trackers in the extension or on the website, and we do not use your data for advertising.
Website addresses and connection IP addresses are not on this list. The extension does not keep a list of the pages you visit on your device and does not read pages, but site addresses pass through our proxy and VPN servers (sections 3 and 4) and may end up in their technical logs. Your DNS queries are seen by the DNS resolver set in your app (section 3).
7. What we keep, why, where, for how long, and who receives it
- Your Telegram details and subscription in the bot (section 2). Why: to issue and show your subscription and not to issue a second trial. Where: the bot's server. How long: no set period — not deleted automatically; we delete them on request (sections 9 and 10).
- Button log. Why: menu statistics. Where: the bot's server. How long: 90 days.
- Device reset note. Why: so that devices can be reset once every 24 hours. Where: the bot's server. How long: 24 hours.
- Technical logs of the bot (messages to the bot, subscription links, identifiers and models of devices you reset). Why: to find errors. Where: the bot's server. How long: 7 days; the copy in the system log is limited in size and may be kept longer.
- Service notifications about issued trials (may include your name, username and Telegram ID). Why: so the owner can see that the bot works. Where: the owner's chat in Telegram. How long: no period set.
- Your account on the VPN service (name with Telegram ID, access keys, term, limits). Why: so that you can connect. Where: the panel; the account name and key also on every VPN server. How long: not deleted automatically; we delete it on request.
- Subscription link requests and devices (IP address, app, time; device identifier, model, OS). Why: to see which apps and devices use a subscription, to apply the subscription's device limit and to help with connection problems. Where: the panel. How long: the most recent requests while the account exists; devices are not deleted automatically.
- Traffic statistics. Why: to apply your plan's limit and manage server load. Where: the panel. How long: not deleted automatically.
- Technical logs of the servers (may contain IP address, account name, site address, time). Why: to fix problems and protect the service. Where: our servers. How long: no period set yet.
- Extension data on your device (section 4). Where: your browser. How long: until you use Change account or uninstall the extension.
- Support conversations. Why: to answer you. Where: Telegram (@outsky_support). How long: no period set; we delete them on request.
- Backups — section 8.
Who else receives data:
- Hosting providers of our servers (the panel, the bot, the subscription service and the VPN servers).
- Telegram — the bot, support, our channel, service notifications to the owner and the latest encrypted backup in the owner's chat.
- GitHub — hosts the website and sees visitors' IP addresses.
- api.ipify.org and Google Fonts — requests from the extension (section 4).
- DNS resolvers — Yandex DNS, Cloudflare DNS, Mullvad DNS and your device's system DNS in the settings for VPN apps; Google Public DNS on our servers (section 3).
- GitHub and jsDelivr — rule lists and icons in some app setting formats.
- INCY — the third-party app we recommend for connecting. It is not ours and has its own privacy policy.
We do not sell your data or use it for advertising.
8. Backups
Once a day we make one backup: the bot and panel databases together with the server settings, in a single encrypted archive. Only the owner of the service has the key to decrypt it. Backups are kept on our server for 7 days and then deleted automatically. Each new backup is also sent to the owner's private Telegram chat and stored in Telegram's cloud; the previous one is then deleted from the chat, so only the latest backup is kept there. If the previous backup cannot be deleted automatically, the owner receives a warning and deletes it manually.
So data that we delete from the bot and the panel remains in the backups on our server for up to 7 days, and in the backup in the owner's chat until the next backup replaces it.
9. Retention
- At the moment, accounts in the bot and on the VPN service are not deleted automatically, including after your subscription ends. We delete them at your request (section 10).
- If you have not used the bot for 6 months and have had no subscription during that time, the bot marks your account as deleted, and you can get a trial again. The record with your data stays in the bot's database.
- Button log — 90 days; device reset note — 24 hours; technical logs of the bot — 7 days (their copy in the system log is limited in size and may be kept longer).
- Technical logs of the servers — no period set yet; some of them are limited in size.
- Backups — 7 days on our server; in the owner's Telegram chat, only the latest backup (section 8).
- Extension data on your device — until you use Change account or uninstall the extension.
- Blocking the bot, deleting the chat with it or uninstalling the extension does not delete data on our servers. To have it deleted, write to us.
10. Your rights and requests
You can ask us to give you a copy of your data, tell you what data we process, why and who else receives it, correct it or delete it. Write to @outsky_support. We reply within 10 business days.
To make sure we do not hand your data to someone else, we may ask you to confirm that the account is yours — for example, by writing from the Telegram account you use with the bot.
After deletion your subscription stops working. Deleted data remains in the backups on our server for up to 7 days and in the backup in the owner's chat until the next backup replaces it (section 8). You can delete your chats with the bot and with support in Telegram yourself.
11. Children
The service is not intended for children under 13. If you believe a child has given us data, contact us and we will delete it.
12. Chrome Web Store: Limited Use
The use of information received by the extension adheres to the Chrome Web Store User Data Policy, including the Limited Use requirements.
13. Do Not Track
We do not track your activity across third-party websites for advertising or profiling, and our website and extension contain no third-party trackers, so Do Not Track signals do not change how the service works.
14. Changes to this policy
If we change what data we collect or how we use it, we will update this page and its effective date and announce the change in advance in our Telegram channel @outskyapp.
Change log:
- October 19, 2026 — device limit on the free trial: device data is also used to apply the limit; devices can be reset in the bot, which keeps a 24-hour reset note, and the bot logs may include identifiers and models of devices you reset. The VPN service website and this policy moved from outsky.app to outsky.cc; questions and requests now go to @outsky_support on Telegram.
- October 16, 2026 — one policy for the bot, the VPN service, the extension and the website: what we keep, where, for how long and who else receives it; backups; your rights. The previous version was inaccurate in places: it said that our record of a subscription is deleted after it expires (in fact, accounts are not deleted automatically), that we do not record the addresses of the pages you visit, and that server logs are kept for a short time (in fact, site addresses may end up in technical logs, and no retention period has been set for them).
- October 15, 2026 — previous version (extension only).
Связь: @outsky_support в Telegram.
- токен подписки — идентификатор из ссылки подписки, которую вы вставляете;
- логин и пароль прокси, выданные для вашей подписки;
- Google Fonts (
fonts.googleapis.com,fonts.gstatic.com) — шрифт Inter для окна расширения.
Где: Telegram (@outsky_support).
Напишите в @outsky_support.
12. Chrome Web Store:
(Limited Use).
13. Do Not Track
